Stockwell Engineers was part of a design team that was selected to provide surveying, civil engineering, and landscape architecture for a new City of Sioux Falls administration building, adjacent Van Eps Park, and Dakota Avenue road diet. The project included the construction of a 60,000 square foot multi-level city administration building for city employees as well as the public spaces that surround the building.
Starting with the master plan, Stockwell assisted the city in re-envisioning an underutilized Van Eps Park and existing parking lot into a seamless integration of public outdoor spaces around the new building. Stockwell provided design services for site grading, utilities, pavement, landscaping and irrigation. New public spaces provide a variety of outdoor seating options, a large multi-purpose open lawn, and rock gardens.
Stockwell also provided hardscape and landscape design for a road diet on Dakota Avenue in front of the building. Design for the hardscape areas recaptured one lane of traffic to provide additional parking, sidewalk space, and planting areas. Newly designed structural soils to provide each street tree with 1,000 cubic feet of topsoil were capped with pervious paving to allow for air, nutrients, and water to reach the soil and roots for the new street trees.
